Air Canada’s striking flight attendants on Sunday refused a government-backed labor board’s order to return to work, forcing the airline to delay restarting its operations and leaving its passengers in limbo. The Canadian Union of Public Employee said the 10,000 Air Canada attendants it represents would remain on strike, calling the order unconstitutional and “designed to protect the airline’s profit.” Instead, it invited Air Canada – the country’s largest airline – back to the table to “negotiate a fair deal.”

In response, the airline said it would delay plans to restart operations from Sunday until Monday evening.

The refusal by the union to obey the order left many travelers at Toronto Pearson International Airport confused and frustrated on Sunday afternoon. Many of them were camped out in airport lounges, uncertain whether when and if flights would resume or whether Air Canada would make tentative arrangements.

“We are kind of left to figure it out for ourselves and fend for ourselves with no recourse or options provided by Air Canada at this time,” said Elizabeth Fourney of Vancouver.

Francesca Tondini, a 50-year-old from Italy, said she was about to return home after visiting Canada when her flight was canceled on Saturday and again on Sunday.

When she asked Air Canada when the flight would finally depart, the airline responded, “maybe tomorrow, maybe Tuesday, maybe Friday, maybe Saturday – they don’t know!,” she said.

The flight attendants began their strike early on Saturday morning, after negotiations that had dragged on for months reached an impasse. In anticipation, the airline canceled most of its 700 daily flights, forcing more than 100,000 travelers to scramble for alternatives.

Within hours of the strike declaration, the Canada Industrial Relations Board complied with a request by Jobs Minister Patty Hajdu and ordered binding arbitration. The Canada Labour Code gives the government the power to ask the CIRB to impose such an order in the interest of protecting the economy.

 

Government acts

Air Canada had encouraged the government to act, while CUPE had pushed for a negotiated solution, saying binding arbitration would take pressure off the airline. “The federal government has entrusted a board to administer these rules in the Canadian Labor Code, and if you defy them, you are transgressing and essentially violating the law,” said Rafael Gomez, a professor of employment relations at the University of Toronto.

It is exceedingly rare for a union to defy a back-to-work order. In 1978, Canadian postal workers refused to comply with back-to-work legislation, resulting in fines and the jailing of their union leader for contempt of Parliament.

The government’s best option is to go to court to enforce the order and secure a contempt order if the union refused to back down, said Michael Lynk, professor emeritus at Western University’s Faculty of Law in London, Ontario.

“The union leadership could face the same consequences as what happened 45 years ago. It could be fines against the union … potential of jail time for the union leaders,” he said.

The minority Liberal government could also try to pass back-to-work legislation, but that would require support of political rivals and approval in both houses of parliament, which is on break until Sept. 15.

“Like many Canadians, the minister is monitoring this situation closely,” Jennifer Kozelj, Hajdu’s press secretary, said in a statement.

“The Canada Industrial Relations Board (the Board) is an independent tribunal. Please refer to them regarding your question,” she added in response to questions about the union’s defiance of the order and about the refusal of the board’s leader, a former Air Canada counsel, to recuse herself from the decision.

The CIRB did not respond to a request for comment.

The government, under former Prime Minister Justin Trudeau, intervened last year to head off rail and dock strikes that threatened to cripple the economy.

Lynk said the CUPE was also likely to file a legal challenge to the order.

The government’s use of its extraordinary power to force binding arbitration through CIRB, called Section 107, is relatively new. Unions have criticized the provision, saying such interference favors employers and denies their right to collective bargaining.

The most contentious issue has been the union’s demand for compensation for time spent on the ground between flights and when helping passengers board. Attendants are largely paid only when their plane is moving.

EVT acquires Pro-Invest Hotels

EVT Limited’s third-party management arm EVT Connect Hospitality announced its acquisition of the Pro-invest Group’s hotel management company. 

The transaction includes long term hotel management agreements for 15 hotels across Australia and New Zealand, comprising approximately 3,200 rooms, operated under third party brands.

Pro-invest Group will retain asset management responsibilities for the 15 hotels owned by the three hotel investment funds via its fund management platform. 

Shared goals

Since its inception, Pro-invest Group demonstrated its ability to develop, open, and operate real estate assets, having grown to a network of 30 hotels across Australia and New Zealand.

According to its founder and chairman Ronald Barrott: “Our goal has always been to deliver high-quality, resilient assets that meet the evolving needs of modern travellers and investors alike. We will continue to focus on hotel asset management while expanding in the rapidly growing sectors of flex living, BTR, and mixed-use developments. This deal with EVT is the right deal to benefit both our investors and our people and will further enhance EVT’s growth trajectory”.

What happens now?

Pro-invest Group’s hotels will continue to operate under their existing brands, and for guests and partners, it will be business as usual. 

Completion of the transaction will be subject to informal clearance from the Australian Competition and Consumer Commission and certain procedural conditions precedent.

At the same time, Pro-invest will retain its operating capacity and will continue to manage its VISTA hotels portfolio, while expanding its focus in commercial office, Flex living and other operational real estate investment opportunities, including BTR. 

Its fully integrated platform will continue to offer a suite of services across investment, development, asset management, and operations.

The 2025 ASEAN-Oriented Cultural Exchange and Cooperation Forum was held in Liuzhou, Guangxi, China earlier today, 18th August.

Revolving around the theme Museums and Future of Cities, the event was a joint initiative of the Bureau of International Exchange and Cooperation of the Ministry of Culture and Tourism, P.R. China and the Department of Culture and Tourism of Guangxi Zhuang Autonomous Region.

That said, the forum closely addressed the timely topic of people-to-people interaction and cultural exchanges between China and ASEAN.

Key themes for 2025

This year’s forum centred on two topics for thematic discussion: Conservation of Industrial Heritage and Innovative Urban Tourism Experiences and Integration of Digital Technologies and Museums for In-Depth Development

Through keynote speeches and special presentations, participants engaged in extensive and in-depth sharing and discussions from various dimensions of theoretical research and applied practice. 

A total of 18 prominent experts and scholars from ASEAN countries and host China representing the fields of cultural heritage and museum management contributed their insights from angles including cultural policy, heritage management, research trends, and practical experience, reaching numerous joint conclusions.

At the forum, the Asia-Pacific Alliance of the International Council of Museums (ICOM) and the Liuzhou Industrial Museum of China also signed a Memorandum of Understanding on Cooperative Research on the Conservation of Industrial Heritage and Sustainable Development. 

Aimed at building an international platform to jointly study paths for the conservation, activation, and sustainable development of industrial heritage and cities, this agreement marks a solid step forward in cooperation within this field.

On the occasion of the forum, key guests also attended the Guangxi Night 2025 Guangxi (Liuzhou) Inbound Tourism Promotion Conference and visited cultural and tourism venues such as Baili Liujiang River Scenic Area (Night Cruise on the Liujiang River), Liuzhou Industrial Museum, Liuzhou Bauhinia Cultural and Creative Corridor, Luosifen Industrial Park, and SAIC-GM-Wuling Automobile Base for inspection and research. 

Through on-site visits and hands-on experiences, they deepened their understanding of these locations and the manner by which they are managed, thereby boosting cultural exchange and tourism cooperation between China and ASEAN.

Northern Philippine city of Baguio introduces electric public transport

A new electric vehicle (EV) shuttle system introduced in the northern Philippine city of Baguio is expected to ease traffic, cut emissions, and provide free transport for residents, workers, and tourists in the popular destination Camp John Hay.

Named the John Hay Loop, the service will operate three EV units that can carry up to 31 passengers each, running from 6 a.m. to 8 p.m. with trips every 5 to 10 minutes.

The route covers major stops including the Main Gate, Scout Hill, Mile Hi, South Drive, Outlook Drive and Forest Lodge.

Joint initiative

The pilot run offers rides free of charge for six months and is part of an integrated mobility project of the Bases Conversion and Development Authority (BCDA), John Hay Management Corporation, along with private partners from Korea and the Cordillera transport sector.

Powered by lithium-ion batteries, the units can recharge in less than 90 minutes and are designed to serve nearly 4,000 people inside the estate while attracting eco-conscious visitors.

BCDA president and chief executive officer Joshua Bingcang said the initiative strengthens Baguio’s push for sustainable transport whilst setting a benchmark for greener mobility in tourism estates nationwide.

According to ITC’s acting director-general Nur Alyssa Coraline Yussin: “The seeds planted in 2022 have blossomed into an event that reflects Malaysia’s warmth, diversity and hospitality. We invite businesses to be part of this growing movement. By aligning with ITM 2025, partners gain access to a strong branding platform, a rapidly expanding Muslim tourist market and the chance to support Malaysia’s journey toward VM 2026”.

Yussin added that, as the Muslim-Friendly Tourism and Hospitality (MFTH) ecosystem continues to expand, ITM offers a timely opportunity to showcase products and services that are inclusive, values-driven and culturally relevant, all while driving real business impact.

Since its inception, ITM has attracted over 300 participating organisations, contributing more than RM5 million in accumulated value to the national tourism landscape. 

Their collective efforts have helped elevate Malaysia’s MFTH offerings while solidifying its position as a sustainable, values-driven tourism hub.

Philippine Department of Tourism to train senior citizens as tour guides

The Philippine Department of Tourism (DOT) issued a call for senior citizens based in Manila who may be interested to work in the travel sector on Tuesday, 12th August.

Per the DOT, interested seniors may now join a government-funded training to become an accredited community tour guide in Intramuros, Manila’s historical district.

The announcement also stated that the seminar is free of charge, though only 30 slots are open for interested applicants.

Conducted in coordination with the National Commission of Senior Citizens (NCSC), the workshop will run from 23rd September to 1st October, centering on teaching the participants the history of the walled city and the basics of becoming a tour guide.

Who can apply to be a guide?

To qualify, they must be a resident of Manila City, physically fit, age 60 and above, and be able to converse in English.

Applicants need only to submit their completed application form online together with a digital copy of their resume, a 2×2 ID picture, and a scanned copy of their senior citizen ID from the Office of Senior Citizens Affairs (OSCA) by 22nd August.

The agency clarified that all applicants will undergo screening.

Only those accepted would be able to join the seven-day seminar and the DOT accreditation process.

It should be noted that DOT accreditation for guides entails a separate process that may need other documentary requirements.
